What licence does a plumbing business need in Australia?

A plumbing business in Australia needs a state-based contractor's licence to take on and charge for plumbing work, and the individual plumber doing the work needs their own registration or licence, because the two are usually separate. Rules differ between New South Wales, Victoria, Queensland, Western Australia, Tasmania and South Australia, so a plumber should check with the regulator in the state the business operates in before relying on any licence it already holds.

Why does a plumbing licence feel like just another compliance cost?

Many plumbing businesses treat a licence renewal, a backflow ticket or a gas fitting authorisation as a fee to pay and a form to lodge, not something that should pay for itself. Customers never see the training behind a backflow test or a hot water system check, so an unexplained quote can read as just another number next to a cheaper, unlicensed one.

A licence lets a plumber see and price work most customers cannot judge themselves, from the condition of a backflow device to whether a hot water system still meets the rules behind a compliance certificate. When the quote never explains any of that, the business has paid for the ticket but not for the pricing power it was meant to bring.

Is a licensed plumber's advantage being used, or given away for free?

On most jobs a licensed plumber can see things an unlicensed person legally cannot: the state of a hot water system, a backflow device, or old drainage behind a strata property's common areas. Many plumbing businesses find that extra work and quote it at the original callout rate, or fold it into the invoice for nothing, instead of pricing it separately.

A blocked drain job that turns into a drain camera inspection, or a bathroom renovation that uncovers rough-in work that will not pass fit-off, is exactly when a licence should earn its keep. Treating that discovery as a favour rather than a quote is a quiet way a plumbing business leaks margin.

What licence do you need to run a plumbing business in Australia?

There is no single national licence for plumbing in Australia. Each state licenses plumbing work itself, usually in two layers: a contractor's licence, or equivalent, that lets your business take on and invoice for plumbing work, and an individual registration or licence that lets the plumber doing the work actually perform and sign off on it. The categories and process differ state to state, so check the regulator where your business operates.

In New South Wales, Fair Trading says you need a licence or certificate for any plumbing, draining or gasfitting work regardless of its cost, and you need to be licensed in every category you work in, or supervised by someone who is (NSW Fair Trading).

In Queensland, the QBCC says you need an occupational licence for plumbing, drainage and gas fitting work regardless of the value of the work or how it is contracted (QBCC).

In Western Australia, the Plumbers Licensing Act 1995 sets out five occupational licences, and a plumbing contractor's licence applicant must already hold a tradesperson's licence and statements of competency as a water supply plumber, sanitary plumber or drainer (WA Plumbers Licensing Board).

In South Australia, Consumer and Business Services says you need a contractor's licence to contract for plumbing work, and you still need your own plumber's registration to physically perform it (CBS SA).

Wherever in Australia your plumbing business is licensed, Greg coaches online and starts from your own numbers, so operating under a different state's system does not change how the coaching runs.

What's the difference between your contractor's licence and your own registration?

A contractor's licence usually lets your plumbing business take on jobs and invoice the customer, while a registration or practitioner licence lets a specific plumber legally do the work and sign off on it. In several states these sit with different people, which matters once you have an apprentice or another plumber working under your name.

In Victoria, the Victorian Building Authority says plumbing accreditation is only granted to individuals, not companies, and each class of plumbing work has two levels: registration, and a licence that also allows supervising apprentices and issuing compliance certificates for supervised work (VBA).

In Tasmania, Consumer, Building and Occupational Services separates a practitioner licence, needed to do the physical work including as an employee, from a contractor licence, needed to sell plumbing services to the public, business or government (CBOS Tasmania).

In NSW, roof plumbing work above a set value in labour and materials also needs a contractor licence, and separate approvals such as the Notice of Work process can sit alongside your plumbing licence for drainage work connecting to council or water infrastructure (NSW roof plumbing, ABLIS Notice of Work).

This is general information, not legal, tax or employment advice. Check your own situation with the body named here or a qualified adviser.

How do you turn that licence into properly priced backflow, gas fitting and compliance work?

The licence lets you see and quote for things a customer cannot judge themselves, so that work should carry its own margin, not get bundled into the original callout for nothing. A backflow test, a gas fitting job or a compliance certificate on a strata maintenance contract needs to be quoted on its own numbers, with a gross profit margin you actually know.

Picture a plumber running bathroom renovations and backflow device installs, where quoting was slow and manual and every job had dozens of small parts. With that much on each quote it was easy for a bracket, a post or a fitting to be left off, missing on site while someone drove back to the supplier. A quoting template built around a checklist for each type of job, covering every material down to the brackets and posts, closed that gap and meant the quote matched what actually went in the van.

Knowing the gross profit margin on a backflow test or a gas fitting job, rather than guessing from memory, is what lets a plumbing business price its most specialised work properly instead of quietly discounting it to look competitive. That is a data first way of quoting, built from the job's own materials, labour and margin.

This is where AI agents can take over work that eats time without adding value. An AI agent is software that does a job the way you would do it yourself, using your prices, your wording and your rules, so it can build a quote from your own checklist or chase the paperwork behind a compliance certificate. AI agents do not set your price or your margin, they carry the admin around it.

Where can you check the current rules?

How does Data First Coaching approach this?

Data First Coaching does not start by asking which licence a plumber holds. It starts by looking at the business's own quotes and invoices to see whether specialised work, backflow testing, gas fitting, compliance certificates on strata and maintenance contracts, is priced with a known margin or squeezed into the nearest existing rate. The Trade Business Intelligence reads that job and finance data alongside ten years of coaching trade businesses to find where the pricing gap really starts. Greg Allan puts it plainly: “it's a value-based sale and we want to make sure that they understand the amount of work.” The how is worked through inside the Academy, with members, because the Trade Business Intelligence is powered by every member, for every member, and the Academy is for owners open minded and willing to share what they learn.

More questions owners ask.

Does a plumbing licence from one state work in another state?

Not automatically. South Australia's regulator recognises an interstate contractor's licence or registration as an equivalent in some cases, but each state runs its own system, so a plumbing business moving to work in another part of Australia should check with that state's regulator before assuming a current licence carries across.

Do I need a separate licence for gas fitting or backflow testing?

In most states gas fitting and drainage sit as their own categories under the plumbing licensing system, separate from general plumbing work. Queensland's regulator is explicit that plumbing, drainage and gas fitting each need an occupational licence regardless of the job's value, so a general plumbing licence alone may not cover every category.

Does my apprentice need their own licence?

Generally an apprentice works under the supervision of a licensed plumber rather than holding a full licence of their own. Victoria's regulator notes that a plumber's licence allows them to supervise apprentices, but exactly what an apprentice can do unsupervised depends on the state and the category of work.

What happens if my plumbing business is found working without the right licence?

Regulators treat unlicensed plumbing work seriously because it affects safety, insurance and whether a compliance certificate is valid. What happens next depends on the state and the circumstances, so it is worth checking directly with the regulator named on this page rather than assuming a situation you have heard about elsewhere applies to your business.

Can my plumbing company hold the licence instead of me personally?

This differs by state. Victoria's Building Authority accredits individuals only, not companies, while New South Wales offers a company or partnership contractor licence alongside individual options. Whether your business entity can hold the licence itself depends on where in Australia you operate.

Data First Coaching

The Plumber Business Coach Who Starts From Your Data.

Data First Coaching is the trade business coaching method created by Greg Allan, founder of Tradies Success Academy. Before any advice is given, the Trade Business Intelligence Agent reads the owner's own job management and finance data, so the coaching starts from what the numbers show this week, not from what the owner can remember or explain. It finds the root cause of a problem, then puts in the system that fixes it.

How most coaching works

Most coaching starts with the owner explaining the business.

  • The first hours go on the owner describing the business to a coach.
  • The picture is out of date within weeks, because the numbers move every week.
  • So the advice treats what the owner happened to notice, which is usually a symptom.
  • Too often it comes from someone who has never run a trade business, or has only just started one.
  • The owner pays for the explaining, then pays again when the advice does not fit.

Data First Coaching

Data first starts from your numbers, not your memory.

  • The Trade Business Intelligence Agent reads your job management and finance systems first.
  • It sees your quotes, jobs, time on site and money as they are this week, not as you remember them.
  • It finds where the problem actually starts, not where it shows up.
  • You put in the system that fixes it at the root, and the data shows whether it worked.

The old way

More customers meant more people doing the computer work, and more wages nobody invoices.

Illustration: a tradesman shaking hands with a homeowner in her driveway, his phone showing jobs quoted and invoiced.
The new way

You stay with your customers and your team. The office stops landing on you.

The old way

More jobs. More paperwork. Less of the owner left.

Most trade businesses grow the same way.

More jobs means more quoting, invoicing, chasing and scheduling.

None of it gets paid for.

So the owner does it at night, after a full day on site.

Or hires an office person to do it.

The office grows. The wages grow. The margin does not.

And the owner is still the one everything waits on.

Where we take you

More work. More profit. More of you left.

The phone rings with the jobs you want, at the price you set.

You grow when you're ready, never faster than the business can carry.

Every job is priced to make money, so the busy months show up in the bank.

The best tradies in your area want to work for you, and they stay.

The chasing, the paperwork and the 9pm admin stop landing on you.

The business runs the day. You pick which parts of it you're in.

Bigger, without the headaches. Getting bigger stops meaning getting busier.
